Registration of learners for ABET

Subject: Registration of learners for the November 2013 ABET Level 4 examinations with a
         view to obtaining the General Education and Training Certificate

1. The ABET Level 4 examinations are scheduled to commence on Friday, 1 November 2013
and end on Monday, 25 November 2013.
2. All registered WCED community learning centres are requested to enter their candidates
for these examinations in the learning areas of their choice, provided that the
candidates have completed all the unit standards in the learning areas concerned.
Where possible, examinations will be provided for all the learning areas offered by
candidates. However, the Directorate: Examinations Administration reserves the right not
to offer examinations in learning areas where there are too few entries.

Where it comes from ....
The great idea of turning tree-planting into a special event that encourages urban greening began with a visionary man called J.Sterling Morton. The first arbour day in 1872 was only aimed at the state of Nebraska in the US, but nonetheless, over a million trees were planted thanks to Morton’s passion and organisational skills.
Bridesy Northrop, a native of Conneticut began the move to globalize this fun day when he took the Arbour day and Village Improvement message to Japan where it was adopted enthusiastically. He later spread the word in Australia, Canada and Europe. Today, countries all over the world celebrate Arbour Day with tree planting drives.
South Africans love the concept so much, that we’ve gone from having an Arbour Day to having and Arbour week, and now you’ve got a whole month in which to join in and add your efforts to improving the environment by planting a tree!

Plant a tree - Choose a good spot in your garden and turn the tree planting into a little ceremony with your family. Kids will love watching your tree grow, and you can use the occasion to teach them about global warming and how trees help to clean the air. SUBJECT: 2014 STAFF ESTABLISHMENTS OF SPECIAL ORDINARY PUBLIC SCHOOLS

1. 2014 STAFF ESTABLISHMENTS

1.1 The 2014 staff establishments of special public schools have been determined in terms of
the revised post-provisioning norms approved by the Heads of Education Committee in
2007, and in terms of the Western Cape Education Department (WCED)'s recommended
norms agreed upon in 2007 with the teacher unions and school governing body
associations.

1.2 The teacher establishments for 2014 will be published on CEMIS (Central Education
Management Information System) under  the folder  Administration (Establishments)
on 23 August 2013.

2. MEASURES (BROAD PRINCIPLES)

2.1 POST STRUCTURE
The post structure and descriptions contained in Collective Agreement 4/2003 of the
Education Labour Relations Council (ELRC) are applicable to teacher staff establishments.

2.2 SCHOOL GRADINGS
Schools are graded according to the School Grading Norms contained in ELRC Collective
Agreement 3 of 2006. Please also see paragraph 2.1 above.

2.3 EXPIRY OF POSTS ON 31 DECEMBER 2013
In terms of the measures of the Revised Post Distribution Model, special public schools must
be issued with their annual teacher staff establishments before the end of September of
the preceding year. Thus, for the 2013 academic year, all teacher posts issued additional to
the fixed staff establishments of special public schools will expire on the 31 December 2013.

3. FILLING OF ADVERTISED POSTS
3.1 All posts that have already been advertised in a departmental Vacancy List may be filled
permanently, provided that the post appears on the 2014 teacher staff establishment.
3.2 Should an advertised post not appear on the 2014 teacher staff establishment, the school is
not entitled to that post and such a post will be regarded as erroneously advertised.
3.3 The stipulation that an advertised post (particularly a promotion post) may be filled only if it
does not create a teacher in excess, remains in place.
3.4 Should a school principal and governing body be of the opinion that the post description
of the advertised post no longer meets the curriculum needs of the school, they may
request the WCED to regard the post as erroneously advertised. A detailed explanation
must accompany such a request.

4. TEACHERS IN EXCESS
4.1 Teachers, who have already been declared in excess, based on previous establishments
and in accordance with previous processes, and who are still in excess, retain their inexcess status. These teachers will be dealt with in terms of the prevailing collective
agreements of the ELRC.
4.2 These teachers in excess may be absorbed into vacancies in the new staff establishment
by way of matching and placing.
4.3 Permanently appointed teachers must be identified as in excess in terms of ELRC Collective
Agreement 2 of 2003.

4. ENQUIRIES
Kindly address all enquiries pertaining to this circular (measures, etc.) to the relevant circuit
team manager.

5. GENERAL
Please bring the contents of this circular to the attention of all teachers and school
governing body members.

Financial Management Workshop

Dear Colleagues, this serves as a reminder that your schools have been invited to attend the above-mentioned workshops.

The Financial Management for Non-Financial Managers workshop has been arranged due to the fact that it was identified in the District Improvement Plan (DIP) and more importantly, the fact that the district has been inundated with concerns from schools pertaining to the misappropriation of funds. As the responsible financial officers at your respective schools, it is imperative that you understand both your role and function in preventing the possible misappropriation of funds.

You are encouraged to send at least one or two representatives (Principal / Financial Officer / Bursar / Deputy Principal). Schools may send a third interested person after first making contact with the PM Co-ordinator (Lesley Hutchings) at the District Office.

Topics for discussion: Role of the Financial Committee; Appointment and R&R of the Financial Officer; Budgeting; Financial Policies and implementation; Practicality of Financial Policies in schools; Procurement and Petty Cash; Internal Control of financial records; Monitoring Finances in schools

ANAs - Mathematics



The Principal and Mathematics Teachers (Grades 1 – 6)

Dear Colleagues

MATHEMATICS ANNUAL NATIONAL ASSESSMENTS (ANAs)

This notice serves to remind teachers of the above-mentioned, which take place on 12 and 13 September 2013.  Grades 1 – 5 will be tested on 12 September 2013 and Grades 3 – 6 on 13 September 2013.

The 2013 ANA exemplars are available on the DBE website: www.education.gov.za.  and can be downloaded at any time. 

It would also be advisable for schools to inform parents about the site and the user-friendly nature of it.

Schools may also approach our District Mathematics officials for copies of the 2013 ANA exemplars as well as the associated Assessment Guidelines at any time.

Kindly note, that the Assessment Guidelines define the scope of work that will be covered in the test for each grade.  It is therefore imperative that the Assessment Guidelines be consulted when revising and preparing learners for the 2013 ANAs.  Past ANAs should also be used.

The Assessment Guidelines outline the minimum curriculum content that must be covered by all learners before writing the ANA tests.

In the Intermediate Phase the tests will cover the work prescribed for the first three- quarters of the school year (2013).

You are cordially invited to attend MCED’s DBST Symposium for 2013.
This year, 2013, is also the Year of Inclusion and August is also the month of the Woman!
Statistics reveals that more than 49, 000 South African girls become pregnant annually.  Of
this total, 109 girls were in Grade 3 as quoted by Dr Edwards-Meyer from “Die Burger, 5 June
2012”.  Related statistics imply similar findings. 
Given these statistics and research, the focus for the DBST will focus on learner pregnancy.
We would like to enhance an understanding of learner pregnancy specifically with regard
to policy and protocols and give you some guidance by sharing experiences with regard
to specific interventions.
The symposium will take place at Old Mutual on 30 August 2013, starting at 13:30 for 14:00
and end at 17:00.  Light refreshments will be served.
A comprehensive program is attached to provide the outline of the day.
